The principle of "energy efficiency first" is behind the policies established in the European Commission’s European Green Deal. The member states undertake to achieve the energy objectives by resorting to renewable sources and a significant increase in energy efficiency in buildings, which are responsible for approximately 36% of the total CO2 emissions in the EU. Consequently, many member states have decided to take steps aimed at improving efficiency in buildings, both in the public and private sector. 

The European Green Deal is also a lifeline for emerging from the COVID-19 pandemic. A third of the €1.8 billion investment of the EU Next Generation recovery plan and the EU’s seven-year budget will finance the European Green Deal.
